Who is ICL?
Israel Chemicals Limited -or ICL as they’ve tried to rebrand themselves in 2025- is a foreign chemical company that claims to the public to be a “Green” company that creates batteries for electric vehicles, however, upon closer inspection, it’s quickly apparent that they are actually a toxic chemical company with a MULTITUDE of Human Rights and Environmental Violations spanning from St Louis to Palestine.
Let’s take a closer look at their track record:
2022 - Violating the Clean Air Act
2017 - Ashalim Creek Disaster in Occupied Palestine
ICL was formally founded in Tel Aviv in 1968 by settlers after the State of Israel was forcefully founded in Palestine.
"A multi-national manufacturing concern that develops, produces and markets fertilizers, metals and other special-purpose chemical products", - and white phosphorus, but they don't like to mention that.


In 2023, they were declared the worst environmental offenders by Israel’s own Environmental Protection Ministry after the 2017 Ashalim Creek disaster, and were fined $33 million.
In 2022 they violated the Clean Air Act at their South City Carondelet location. According to the EPA Facility Report, this offense has continued at least up until their last visit in July of 2024 .
ICL already has TWO toxic chemical facilities in Carondelet, and now they are
are trying to begin construction on a NEW facility in North City, near the river, within 5 miles of intake ponds that provide ALL of
St Louis with drinking water, and within
2023 - EPA Cancer Risk Report
In 2023 Within a mile of the Carondelet ICL site, the EPA identified unsafe levels of cancer-risking air toxins, hazardous waste, and wastewater discharge.

A Company Tied to GENOCIDE


SINCE 2020, THE UNITED STATES GOVERNMENT HAS ORDERED AND PAID FOR over 180,000 lbs of white phosphorus TO BE PRODUCED BY ICL AT THEIR CARONDELET LOCATION, AND SHIPPED VIA THE RIVER TO PINE BLUFF ARKANSAS
FROM BINE BLUFF, THE WHITE PHOSPHORUS IS THEN SHIPPED TO THE ISRAELI OCCUPATION FORCES AND USED AGAINST PALESTINIAN CIVILIANS IN INTERNATIONALLY RECOGNIZED WAR CRIMES.
White phosphorus artillery shells with Pine Bluff Arsenal codes were identified in Lebanon and Gaza after the IDF unlawfully used them over residential homes and refugee camps, according to the Human Rights Watch and Amnesty International.

ICL is not paying what it owes to St. Louis
**ICL is getting a 90% tax abatement for 10 years on personal property worth $80 Million, a 15 year tax abatement on real estate taxes, and over $200 million (of our tax dollars) from the federal government to open this new North City site.
**The new facility will only generate around 150 new job, abs ICL has no promise to offer any jobs to neighborhood folk who will get all of the pollution from the plant.
